Cabell, Diretor de Inteligência (Gabinete do Subchefe de Estado-Maior, Operações) da USAF, emitiu o Memorando de Requisitos de Inteligência Aérea nº 4 — 'Aeronaves Não-Convencionais' — estabelecendo requisitos contínuos da USAF para reportar avistamentos de aeronaves não-convencionais e objetos voadores não identificados ('Discos Voadores') e definindo procedimentos e canais (notadamente o Air Materiel Command em Wright-Patterson AFB, attn MCIAXO-3).

On 15 February 1949, Major General C. P. Cabell, Director of Intelligence (Office of Deputy Chief of Staff, Operations), USAF, issued Air Intelligence Requirements Memorandum Number 4 — 'Unconventional Aircraft' — establishing continuing USAF requirements for reporting sightings of unconventional aircraft and unidentified flying objects ('Flying Discs') and prescribing procedures and channels (notably Air Materiel Command at Wright-Patterson AFB, attn MCIAXO-3).
